The new District Court Building (DCB), located on the site of the former St George’s Hall, one of Perth’s first theatres, on the corner of Hay and Irwin Streets in Perth; is adjacent to the existing Central Law courts and in proximity to a wide range of existing legal services and facilities. The new DCB will be constructed behind the remaining façade of the hall creating a striking juxtaposition between historic and modern architecture.
The project, developed by The Western Liberty Group, a consortium of ABN AMRO and Brookfield Multiplex, will design, build and operate the DCB project in a PPP with the State of Western Australia.
The proximity of the new DCB to existing Department of Justice facilities has also enabled the consolidation of criminal court facilities by creating a custody centre within the DCB that can function for both the District and Magistrates Courts. The new DCB will form an important public building complex for Perth. The buildings will represent to both the State and its society, the ideals of justice, of community order and ethics, and above all, the interpretation and deliverance of the law.
The new twelve storey District Court Building will incorporate a range of court rooms, administrative and office facilities and a café on the ground floor. The two levels of basement will accommodate custodial holding cells and 53 staff parking bays. The development also incorporates the construction of two pedestrian tunnels under Hay Street that will link the existing CLC building to the new DCB. Two separate tunnels will be constructed for security purposes. One of the tunnels will be for the transfer of people in custody between the CLC and the DCB while the other will be utilised by judicial staff moving between the two buildings. In order to accommodate the new tunnel within the CLC minor refurbishment works will be required to the basement and the fourth floor of the CLC.
